Soviet President Konstantin U. Chernenko, who has not appeared in public since Dec. 27, addressed the weekly meeting of the ruling Politburo at the Kremlin, the Tass news agency reported. This was the first official word that Chernenko, who is reportedly ill, has returned to work. The main evening television news program announced Chernenko’s participation but showed no videotape or still pictures of the session.
