Dr. Elliott Gross, whose handling of some autopsy cases has been under investigation during the last year, will be reinstated as New York City’s chief medical examiner, Mayor Edward I. Koch said. Gross has been on leave since Aug. 1, when professional misconduct charges were filed against him by the state Health Department’s Board of Professional Medical Conduct. He has been the target of four investigations since January, one by a special panel appointed by Koch and headed by attorney Arthur Liman, which unanimously cleared him of any wrongdoing in the handling of sensitive autopsy cases.
