St. Paul Suffers Second Power Failure in 4 Days

ST. PAUL, Minn. — Power was knocked out for 15 minutes Thursday in a large section of St. Paul, the second widespread outage in four days. The cause of the power loss was not immediately known, a spokesman for Northern States Power Co. said.
