If ever the term “fish out of water” applied, then I would have to direct it to Robby Benson in his new series, “Tough Cookies.” The writers seem to be split on whether it is a comedy or detective series. At any rate, Benson doesn’t fit the role in either case. If this is supposed to be another “Barney Miller” type show, it will never make the grade.
