Uganda’s new government has seized control of the northwestern town of Arua, the last outpost to fall to National Resistance Army guerrillas who took power in Kampala in late January, officials said. President Yoweri Museveni plans to fly to Arua, capital of West Nile province, over the weekend to formally declare the new government’s control over the entire country, they said. The officials added that all soldiers of the short-lived government of Gen. Tito Okello, who was ousted by the National Resistance Army, have surrendered.
