Rep. Les Aspin (D-Wis.) said that if the Administration dry-docks two older Poseidon submarines instead of scrapping them to comply with the unratified strategic arms limitation treaty, it would be “doing Moscow’s work in Washington.” The chairman of the House Armed Services Committee characterized the proposal as “another half-baked idea that hasn’t been thought through.” Moscow could follow suit, Aspin warned, by keeping “old forces in fuzzy reserve status, available for activation if world tensions mount or if they want to get a quick upper hand on the West militarily.”
