Regarding the liability insurance issue, the problem is simple: Most legislators are lawyers, so lawyers make the laws. As long as this conflict of interest persists our whole society and system will continue to work for the greed of lawyers, legislators included. Remember, judges, lawyers, and most legislators are all members of the same club.
