PORT-AU-PRINCE, Haiti — Secretary of State George P. Shultz arrived in Haiti today for a five-hour visit and said the island’s new government has taken substantive steps forward in the six months since the ouster of President Jean-Claude Duvalier.
Shultz’s whirlwind visit was intended to show support for efforts by the Caribbean nation’s provisional government to promote democracy after 29 years of dictatorship. He also was scheduled to release $10.2 million in previously committed aid.
