Torrance : Group W Found in Default

The City Council voted to declare the city’s cable television operator, Group W Cable, in default of its franchise for selling the system without city approval.
As part of a massive nationwide sale, Group W, a subsidiary of Westinghouse Electric Corp., sold its franchises in Torrance, El Segundo, Lawndale, Hawthorne and Gardena to a consortium of five cable companies.
The cities, except Gardena, have hesitated to approve the transaction, voicing fears that the new operators would increase fees and cut services that Group W had promised.
Group W and the consortium have 30 days to respond to the city’s notice of default. A hearing is expected to be scheduled soon to hear the response.
