James O. Welch Jr. has been elected chairman of Nabisco Brands Inc., East Hanover, N.J. Welch will continue as chief executive and as a senior executive vice president and director of its parent, RJR Nabisco Inc. He succeeds Robert M. Schaeberle, who retired.
