Three of the seven former Miami policemen charged with violating the civil rights of three drug smugglers who drowned in the Miami River during a $13-million drug heist July 25, 1985, were released on bond pending a new federal trial, but one defendant was rearrested on state charges. The three have been in jail for 13 months. Armando Garcia, 24, Armando Estrada, 27, and Roman Rodriguez, 30, were released under $350,000 surety bond each, but Garcia was rearrested on state charges authorities said involved “a fight at the jail.” U.S. District Judge Kenneth Ryskamp, who declared a mistrial in the case last week when a juror disagreed with the verdicts, scheduled a new trial to begin Feb. 8.
