Blue Arrow PLC shareholders approved the company’s sweetened $1.33-billion cash tender offer for Milwaukee-based Manpower Inc., the world’s largest temporary employment agency. Blue Arrow, Britain’s biggest private employment services company, said its shareholders also approved an issue of shares worth about $1.34 billion to finance the takeover. The offer still must be approved by Manpower shareholders.
