Soviet Warships Seen Off Northern Japan

TOKYO — More than a dozen Soviet warships including four cruisers and an aircraft carrier steamed past Japan on Thursday and Defense Agency officials said they may be planning large-scale exercises in the North Pacific.
The four cruisers and a destroyer were east of La Perouse straits between Japan and the Soviet island of Sakhalin, a Defense Agency spokesman said.
