A federal judge in Boston limited the number of workers allowed inside a Lynn, Mass., building being erected by the lift-slab technique, the same method used in a Connecticut project that collapsed in April, killing 28 people. But U.S. District Judge Douglas Woodlock refused to issue an order as strict as the one sought by the federal Occupational Safety and Health Administration. In the lift-slab process, concrete floors are poured on the ground, then lifted into place by hydraulic jacks before they are permanently attached to the steel girders.
