With a possible arms reduction treaty between the United States and the Soviet Union in sight, a surprising 54% of the American people give Mikhail S. Gorbachev a favorable rating--believed to be the highest rating ever given a Kremlin leader in the post-World War II period, according to a new Gallup Poll. The current rating jumped 10 points from last October and is far higher than ratings given previous Soviet leaders. By comparison, Soviet Premier Nikita S. Khrushchev never won a favorable U.S. rating of more than 10%.
