The Los Angeles City Council voted unanimously today to order United Cable Television of Los Angeles, which is far behind schedule on a cable system for the east San Fernando Valley, to pay $51,269 to the city for the amount of franchise fee revenue the city has lost due to delays. The council also voted to force United to pay $186,200, which will be held until the company completes the project. The city will keep the money if the project is not done by Dec. 21.
