Local News in Brief : City Hall Reshuffling

On the job for a week, Norwalk City Manager Richard R. Powers is already overhauling City Hall. Monday he announced a major staff reorganization that calls for the departure of Redevelopment Director Michael J. Wagner, Wagner’s assistant, William H. Nevius, and Lloyd Croom, assistant to the former city administrator.
Powers’ new assistant will be Sanford M. Groves, a deputy city manager in Richmond, Va., who was previously assistant city manager in Paramount, where Powers served as community development director before assuming the Norwalk post. Powers has turned to Paramount colleagues to fill two new positions as well. Daniel E. Keen and Jeffrey A. Bruyn are both leaving Paramount’s Community Development Department to join Norwalk’s management team. Keen will help run the new Office of Strategic Planning, and Bruyn has been named deputy city manager of community development.
