Bone-chilling winter temperatures have yet to hit the nation’s capital, but emergency shelters for the homeless are already filled, District of Columbia officials said. Ernest Taylor, director of emergency shelters for the Department of Human Services, said an increasing number of homeless have crammed into the city’s emergency and transitional facilities and that no beds will be available for those seeking refuge from plunging temperatures. Taylor said some facilities have been above capacity since last summer.
