China and Vietnam held their highest-level diplomatic talks in nearly 10 years, capping four days of discussions on the future of Cambodia and Vietnamese troops there. Chinese Foreign Minister Qian Qichen and visiting Vietnamese Vice Foreign Minister Dinh Nho Liem discussed a possible political settlement in Cambodia, a Chinese Foreign Ministry spokesman said. The talks represent a major effort to end the 10-year-old guerrilla conflict and an apparent move by China and the Soviet Union, which back opposite sides, to make progress on the issue before the Soviet foreign minister visits Beijing next month.
