TOKYO — Former Secretary of State Henry A. Kissinger warned businessmen today against investing in the Soviet Union, saying the country is suffering an economic crisis.
Kissinger also told a symposium on the Soviet Union that the West should maintain its military guard in case current economic reforms fail and Soviet leader Mikhail S. Gorbachev is ousted from office.
