Utilities Merger Would Bring Transfers: Southern California Edison said it will transfer 300 managers and administrative workers to San Diego if its controversial merger with San Diego Gas & Electric Co. is approved. Howard P. Allen, chairman of the Los Angeles-area utility, said the transfers will involve employees in customer service and credit, fuel and materials management and the treasurer’s office. Opposition to the merger in San Diego has been based, in part, on fears of job losses.
