Byron L. de Arakal has been appointed vice president/public relations for Hubbert/Kovach Marketing & Communications, Costa Mesa. He will be responsible for the development of short- and long-term public affairs strategies for the firm’s building industry clients. Before joining Hubbert/Kovach, he was vice president of public relations for the marketing firm Smith/Junger/Wellman.
