Proposition 130

Your editorial recommending a yes vote on Prop. 130 leads me to question whether the writer really read the proposition. People who have studied this proposition call it “litigation forever” for the simple reason that anyone can sue any responsible government agency at any time, and get this, win or lose, the agency (i.e., the people of California) must pay the attorneys fees and litigation fees.
Article VIII further provides that the Legislature cannot amend, revoke or repeal “the lawyers annuity.” All other portions of the proposition may be amended except for Article VIII.
