World IN BRIEF : ALBANIA : Regime Allows First Opposition Paper

Albania’s Marxist President Ramiz Alia has agreed to allow independent newspapers for the first time in 46 years of Communist rule but under strict guidelines, the official Albanian news agency said. Publications not abiding by the guidelines risk closure, the Albanian Telegraphic Agency said in outlining the new policy. In issuing the order, Alia granted permission to the tiny nation’s fledgling opposition group, the Democratic Party, to publish a newspaper.
