War IN BRIEF : FRANCE : Kuwait Promises to Pay Part of War Bill

The Foreign Ministry announced that Kuwait has promised to pay France $1 billion, about 40% of estimated French costs in the Persian Gulf War. The ministry said that Kuwait’s exiled ruler, Sheik Jabbar al Ahmed al Sabah, told President Francois Mitterrand of the payment plans. Prime Minister Michel Rocard has said the cost to France of sending 12,000 troops, ships and warplanes to the Gulf would cause a budget shortfall of $2.4 billion this year.
