Eight ARAB FOREIGN MINISTERS from nations opposed to Iraqi President Saddam Hussein plan to meet in Syria on Tuesday to DISCUSS FUTURE SECURITY for the Persian Gulf region. The meeting in Damascus will group representatives of Egypt, Syria and the six nations of the Gulf Cooperation Council--Kuwait, Qatar, Bahrain, the United Arab Emirates, Oman and Saudi Arabia. On the agenda will be the creation of an Arab peacekeeping force. Some of the nations, including Egypt and Syria, have said any security arrangement should stipulate the withdrawal of non-Arab troops from the region. The ministers from the six council nations held preliminary talks Sunday in Saudi Arabia.
