Ratepayer Advocates Oppose Edison Increase: An internal division of the California Public Utilities Commission has recommended that the commission reject a request by Southern California Edison for a $188-million increase for general operating expenses. The Division of Ratepayer Advocates is composed of engineers, auditors, financial analysts and economists who are charged with representing the interests of utility ratepayers. The division’s recommendations do not necessarily represent the commission’s views.
