NEWPORT BEACH : Council to Decide on Water Rationing

The City Council is expected to pass a 10-phase water rationing plan tonight, but the utilities committee plans to recommend that the council refrain from immediately putting it into effect.
“There’s no reason to activate something if the public is already doing better,” said Bob Dixon, the utilities director, noting that customers cut back water consumption 32% last month.
In February, the council enacted a 10% cutback, levying surcharges that nearly doubled the base water rate if customers exceeded the amount used from July, 1989, to June, 1990.
Last month, officials ordered a 20% cut and levied surcharges that nearly tripled the base rate of $1.05 per 748 gallons.
