Mandela Admits Failure on Sanctions

JOHANNESBURG, South Africa — Nelson Mandela, deputy president of the African National Congress, returned home Friday after visits to Japan and Britain, conceding that he failed to convince foreign leaders that they should keep sanctions against South Africa.
Mandela, angered by the April 15 decision of the 12-nation European Community to lift its sanctions as a reward for Pretoria’s racial reforms, had wanted particularly to convince British Prime Minister John Major that the move is premature.
“We reached no agreement on the sanctions issue,” Mandela told reporters at Johannesburg’s Jan Smuts Airport after a week abroad.
