THE MONEY QUESTION: If Arkansas Gov. Bill Clinton survives inquiries into his background, he may face sharpened questioning about his program. . . . Clinton initially struck fiscally conservative notes in his campaign, but the meter is running on his growing list of promises. Especially before liberal audiences, his speeches now are filled with proposals such as universal access to college education, investment tax incentives for business, increased training for welfare recipients, full financing for Head Start and added federal dollars for housing and infrastructure. . . . What remains unclear is how Clinton would pay for all this.
