EASY RIDER: Newport Beach folks, and those who just like to go to the beach in that part of the county, will soon get some traffic relief along busy Newport Boulevard. The $30-million, mile-long Costa Mesa Freeway extension, from just south of Fairview Road to 19th Street, is about to open. . . . Southbound lanes will be ready next week and northbound lanes a week after that, Caltrans officials say. Because of good weather, it’s under budget and six months ahead of schedule.
