CURBSIDE SANTA ANA: Santa Ana soon will join the growing number of Orange County cities that have curbside recycling for homes and businesses. A survey by Great Western Reclamation, which wants to do the job, shows the need: two tons of recyclable garbage a year is created by the average Santa Ana household. . . . But for city recycling to work, says company president David Ross, “it takes a commitment from everyone involved.”
