LOS ANGELES : Second Ruling in a Week Against Street Barriers

For the second time in a week, a Superior Court judge has said that Los Angeles lacks the authority to block off streets in residential neighborhoods.
The latest decision involves barricades that the city installed last year along Olympic Boulevard to limit access to the community of Windsor Village, near Hancock Park. Lynn M. Kuwahara, who lives outside the barricades, sued. Superior Court Judge Jerold A. Krieger on Thursday upheld her claim that the city’s action was contrary to the state Vehicle Code.
A week ago, a judge made a similar ruling in a case involving the Hollywood community of Whitley Heights, which was given city approval to install electronic gates to block public traffic.
