Changes Came Late

Regarding the Jan. 20 article on Ventura department consolidation: By definition, John Baker’s job, as city manager, is to operate in an effective and efficient manner. Only now, with the city coffers appearing bare, does he come up with this reorganization.
Why wasn’t this done before? Is it because there was no incentive to do so? After all, Mr. Baker does not pay the bills. We, the taxpayers, do.
Also, why doesn’t the man lead by example and at least take a symbolic pay cut, instead of accepting more raises?
