William A. Frank has been named to the newly created position of executive vice president of TV broadcasting for Chris-Craft Industries. Frank, 45, will be based in the Beverly Hills office of the company, which through interlocking ownership interests owns Los Angeles independent TV station KCOP-TV/Channel 13. In addition, Rick Feldman, 44, has been promoted to vice president and general manager of KCOP-TV from station manager.
