What Price Local Law Enforcement?

The Times wrote that San Clemente can get more service on the street by better paid officers while saving $2 million (annually) by disbanding the police and using sheriff’s deputies.
I’m sure the residents of other cities would be interested in the details of where waste is eliminated by the change.
If all city police departments are inherently inefficient compared to the Sheriff’s Department, perhaps they should be abolished too.
