State Bills Introduced to Boost Electric Cars: A legislative package aimed at promoting an electric-vehicle industry in California was introduced by three state senators in Sacramento. The bills include a $100-million bond measure to support electric-vehicle research, development and manufacturing efforts, as well as legislation to provide tax credits and consumer rebates, support for electric-car recharging systems and a “Blue Sky” environmental license plate to encourage low-polluting transportation. State Sens. Herschel Rosenthal (D-Los Angeles), Gary K. Hart (D-Santa Barbara) and Tom Hayden (D-Los Angeles) sponsored the bills.
