SOBER LEARNING: Graduation and prom parties have often meant lots of booze and the inevitable flurry of teen drivers wrecking their cars. . . . But the California Highway Patrol’s “Sober Graduation” and similar programs seem to be reducing the number of springtime bad accidents that involve teen drinking. . . . “These kids are learning to party without alcohol,” says the CHP’s Steve Kohler.
