BUSINESS AS USUAL: Members of the Laguna Niguel City Council often find it difficult to agree on anything. . . . So, at a recent meeting, City Manager Tim Casey proposed a workshop to improve relations. Then came the debate. Council members couldn’t decide on a format, a moderator or even workshop goals. . . . Half an hour later, with no agreement in sight, Mayor Thomas W. Wilson shelved the plan. “I think we’ve pretty well beaten that item up,” said a resigned Wilson.
