AT&T; Seeks to Raise Business Rates: The company said it has proposed increases averaging 4% on its business long-distance service and 800 lines. It also suggested a restructuring of rates for small businesses under which they could receive volume discounts on domestic and basic international long-distance services. With FCC approval, the higher rates will be effective Friday and the new rate structure will begin March 1.
