Harry Morrison, 80, general manager of the Los Angeles Downtown Business Men’s Assn. from 1946 until 1954, and a civic booster who, through the Chamber of Commerce, helped spark the explosion of freeways in the post-World War II years. Morrison, who also headed the new International Downtown Executives Assn. in 1954, left municipal service work that year to become general manager of the Western Oil and Gas Assn., retiring in 1975. In Palmdale on Feb. 3.
