Survey Forecasts Slight Improvement in Job Market: Strength in construction, manufacturing and retailing will account for the increase, a quarterly survey says. The forecast released today by Manpower Inc., a temporary employment firm based in Milwaukee, showed increased optimism for all regions of the country. But its assessment showed the South and Midwest with the most opportunities for job seekers, while the Northeast and the West lagged. Manpower said 29% of employers interviewed nationwide intend to increase hiring in the July-September quarter, while 7% project decreases. That is the most optimistic forecast since 30% of employers planned hiring increases in the summer of 1989.
