Phillip E. Spiekerman, 58, who worked 15 years as counsel to the University of California, concentrating on the Santa Barbara campus. He was credited as a generalist during a period of increasing specialization in the law. In addition to providing general legal services for UC Santa Barbara, Spiekerman was responsible for reviewing legislation affecting the entire university system, representing UC in lawsuits concerning public records and privacy and creating litigation to protect the confidentiality of faculty peer review. Educated at Georgetown University Law School, Spiekerman began his career as a deputy city attorney in San Jose before joining UC in 1977. On June 22 in Berkeley of lung cancer and a stroke.
