World IN BRIEF : CANADA : Mounties to Train Haitian Police Force

The Royal Canadian Mounted Police has begun recruiting Haitian exiles to train them as the core of a new police force in a democratic Haiti, officials said. The Mounties will go to Haiti to monitor the creation of the new police force if a U.S.-led military invasion were to restore exiled President Jean-Bertrand Aristide to power, they said. The RCMP signed a memorandum of understanding last week with officials of the Aristide government to train up to 100 Haitian expatriates as police officers, a spokesman said. The Clinton Administration has tried to persuade Canada to join a multinational invasion force to oust Haiti’s military leaders, but Ottawa has refused, a Foreign Ministry spokesman said.
