Newport Beach is losing thousands of dollars a year in potential revenue from an unlikely source: false burglar alarms.
Of the 5,398 home and business alarm calls answered by Newport Beach police in 1993, just 31 of them turned out to be crimes, according to a city report.
Under city law, property owners can be fined after the third false alarm. But city officials have discovered that many of those fines go unpaid.
The city levied $96,600 in fines over the last year. But in the last two years, fine collections have totaled only $76,143, the report stated.

The third annual Women and HIV Conference is taking place at UC Irvine.
The conference will focus on women, children and families struggling with the disease.
Recent statistics from the Orange County Health Care Agency show 3,429 cases of AIDS here, including 22 pediatric cases. Of the total, 209 are females.
The conference runs from 7:30 a.m. to 4:30 p.m. at the UCI Student Center.
General admission is $30. Students will be admitted for $10.
