Theodore D. Konopisos has been appointed executive vice president and chief operating officer of ARV Housing Group Inc., a Costa Mesa senior-housing developer and management firm. Before joining the company, Konopisos was acting president of Arnel Management Co. and Western regional vice president of Mutual of New York’s real estate operation.
