El Pollo Loco: The Irvine fast-food chain owned by Flagstar Companies Inc. reported third-quarter operating income of $3.9 million, a 30% increase from the $3 million posted a year ago. The 1995 figure included $1.4 million in gains from the sale of restaurants to franchisees, compared with $400,000 in such gains for the 1994 period. Revenue declined 7% to $32.4 million from $34.8 million. Year-to-date operating income was up 53% to $9.5 million from $6.2 million a year ago. Revenue was down 4% to $96.6 million from $100.8 million.
