Witnesses Testify in Whitewater Probe

White House personnel director Bob Nash and Sam Heuer, the attorney for James B. McDougal, appeared before the Whitewater grand jury. Afterward, both declined to comment on their testimony. In 1986, Bill Clinton, then governor of Arkansas, and Nash, his economic development liaison, visited McDougal at his office trailer south of Little Rock. McDougal and Clinton’s chief accuser, David Hale, say they had a meeting with Clinton at the same trailer several months earlier to plan an illegal loan to McDougal’s wife. McDougal has agreed with Hale’s account that such a meeting took place.
