For three years it has been a vacant lot, a stark reminder of Jan. 17, 1994. . . . Now, construction is underway at the site of the Northridge Meadows apartments, where 16 people died in the Northridge earthquake. The 158-unit Parc Ridge, on Reseda Boulevard just north of Plummer Street, is the work of the Northridge Redevelopment Group and Structure Development Group. Expected completion date: June 1998.
* TRANSIT PLAN: Councilman Hal Bernson proposed an alternative to a cross-Valley subway--a commuter train that would run along the tracks parallel to Burbank and Chandler boulevards. B1
* DISNEY BOYCOTT: The Southern Baptists are expected next week to declare a boycott against Burbank-based Walt Disney Co. to protest what the church called the “promotion of homosexuality.” B1
