Man With Pellet Gun Ends 7-Hour Standoff

A seven-hour standoff ended peacefully early Wednesday after a man armed with a pellet rifle on the roof of a Tustin condominium surrendered to police, authorities said.
Francisco Javier Soto, 19, of Tustin told negotiators during the standoff that he believed people were trying to kill him, Tustin Police Lt. Frank Semelsberger said.
Soto, who allegedly pointed his rifle at officers several times, surrendered without incident at 4:27 a.m., Semelsberger said. Police took him to Western Medical Center-Santa Ana for a 72-hour observation.
Twenty-three people from the complex in the 1100 block of Scherer Place were evacuated and taken to Tustin High School during the incident, which began about 9:45 p.m. Tuesday.
Police said they don’t believe Soto lived in the complex.
